Is there any way to collect how much time the nextjs service spends processing documents, such as requesting root documents?

yea, that is possible. Imagine for example two deployments. One in germany and one in texas (usa). Now a person from germany request stuff from germany -> fast. After a few hours he request it from texas (usa) -> slower. And that's with the same code

I don't know how pagespeed insights work in the background. You might want to use your browser lighthouse results to check it, because then you can compare it (two request from the same computer with the same internet)
If it is my network, it is really normal, because one is in the usa and the other is in Hong Kong, just like you said,
