no pro plan, no they expect me to upgrade or straight up pay some sum of money? the next step is unclear

and I have in fact exceeded the usage plan but it's been like so for over 2 months and it just hit me now. Is it designed so?

well... if you exceeded the usage limits, then they will disable your deployment. That how it works. Either stay in your limits, pay nothing and have an active deployment or exceed your limits, pay nothing and have an deactivated deployment.
The experience I've had with Vercel is: Vercel lets you exceed the limits, then looks at your continued usage (for example, whether you're improving and getting the problems under control) and if you continue to exceed the limits, they disable your deployment. So it's very nice of Vercel to give you the chance to improve so that you stay within the limits in the future and can continue to support a smooth process

Keep in mind that you want to stay in your limits or make sure to pay for that. If you really need to enable your deployment right now and directly, buy a pro plan. I guess you don't want to pay for it, so make sure to talk to someone who can help you with your account. And nobody on this discord can
If you want to convince the support that you can stay on free plan, your deployment will be enabled and you don't have to pay anything, I would try to provide them a bullet proof solution on how you want to stay inside the limits. The how is the most important thing here

I realize that I sold badly with not knowing how to deal with ddos beforehand, I posted on "Vercel community" explaining the situation and asking admins for forgiveness and reanimation for my account, I will come back to tell about their decision
