fast refresh randomly stops working

I cant be the only one who encounters this because it seems to happen pretty frequently. I'm on Next.js 14 (14.2.3), but really this has been happening since 13, and just intermittently, maybe usually after running the server for a while my hot module reload (or fast refresh) will just stop working.
Saving a file doesnt trigger a reload.
### Things I've tried:
- Deleting the
- Restarting my terminal
- Restarting my IDE also doesnt work.
The only thing that DOES work is either
1) Restarting the application (rerunning

2) Restarting my PC as a whole and I'm trying to figure out why. I hate having to restart my PC especially mid work just to get the hot module reload to start working. I dont have errors in the console or terminal that point to why this behavior happens, and im not sure what file watcher NextJS uses under the hood so I can try to find and restart that service.
I've tried googling this but most people just have the error that their fast refresh doesnt work out of the box. For me its after the servers been running for some arbitrarily long period of time
I cant post a repro to this because
1) Proprietary company code
2) The circumstance in which this occurs (after some long period of time) on my machine (I've actually tried this on 2 macbooks to confirm its not a single macbooks issue)
