Id like to check on whether Image Optimization is counted towards usage during build / deployment or is it during SSR / ISR too?

does clearing / purging the cache also count towards Image Optimization?

I read the documentation but unsure exactly when it happens. From what i understand, it just calculates the number of source images transformed / optimized, but just curious on where that actually happens.
