Best way to convert pdf to svg based on user input

I currently save the pdf's into a s3 bucket and want to convert them into svg's and render them what is the best way to do this?

You said you have already saved the uploaded pdf to your s3 bucket, didn't you?
Then you can use AWS Lambda and pdf2svg to convert the pdf to svg.

Otherwise, you may use CloudConvertAPI.
