Fast refresh broken on Microsoft Surface - no similarities between test environments

I do not want to enable interval polling. It is not a fix.
I have a barebones project [here](https://github.com/masonbesmer/masonbesmer.me) that fast refresh refuses to work on specifically my Microsoft Surface. It works on:
1. Friend's Windows 11 Pro PC, Node 22.2.0
2. CLEAN VM on my server, Windows 11 LTSC, Node 22.2.0, Node 20.13.1
3. VM on my server, Arch Linux, Node 22.2.0, Node 20.13.1
It refuses to work on my own laptop, however.
1. Windows 11 Pro, Node 22.2.0, Node 20.13.1 - the NodeJS example dashboard project did work with fast refresh on this install.
2. CLEAN INSTALL of Windows 11 LTSC, Node 22.2.0, Node 20.13.1. Tried both NVM and standalone install.

the 4th reinstall of Windows 11 and it now works properly

UPON FURTHER INVESTIGATION THE ISSUE WAS SIMPLY A PICNIC
DO NOT PREFIX YOUR FOLDERS WITH PERIODS
