For designing stuff and also diagrams I am using https://excalidraw.com/ . The darkmode and grid is implemented. Colors as well. Arrows also and of course: text. So you should be able to design it nearly excatly like that with https://excalidraw.com/

I used figma for this
Im pretty sure they also used figma to create that diagram
it has that iconic arrow styling only figma has
