429 Rate Limit

Hey all,
I am receiving 429 rate limits on our project, but checking the logs, we are nowhere near hitting the concurrency limits in terms of number of requests.
Example: last 15min we had 300 requests, and roughly 25% of them had a 429 returned.
I do not have Attack Challenge Mode enabled. Any idea what might be happening?
