type error in turborepo: tailwind config

I have two apps in a turborepo both importing a tailwind config, one gives me a type error, though they are similar apps with the same tailwind versions. Any ideas on how to debug this? Both apps share the same ts config, ts + tw + next versions.

im going to try rimraffing all the node_modules and reinstall
